Updated config file. Removed PrintMap statement in RPD.cpp that caused crash when RPD was off.

Updated ConfigFile2021 to remove redundancies and flag off detectors appropriately. Also removed redundant PrintMap statements in RPD.cpp that caused a crash when a run without RPd was processed.

ConfigFile passed preliminary tests with different runs.
