Function Subset Accessor for Partition-Specific Transformation + Repairable Trait

Develop a mechanism for an optimization to be able to access a well defined subset of a Hercules function (most often or always a set of partitions). One motivating use case is for selective predication.

Bidirectional map between disjoints sets of old node ids and new node ids.

Partition repair-start with maximal partitioning (every control node is a partition except for-joins which are one partition), then merge two partitions when the two partition contain nodes which were in the same partition before. Only merge when valid. May need heuristics to avoid over merging (tbd).
