Updated EventAction to no longer save Cherenkovs to the HitCollection in Optical-Off. This fixed ordering in HitCollection s.t. contiguous steps are always same particle (until that particle dies)

Removed check for hits that didn't produce photons for now. Causes output branches to be written empty. Will investigate

Set input files to open at the beginning of event 0 so AnalysisManager::MakeEventGenTree() is always called after AnalysisManager::Book()
